To upload SCORM/HTML packages, go to:

Site > Media Library and click 'Upload SCORM/HTML'

The following window will appear, you can add a title and drop your package into the designated area. Click 'Start Upload'.

Next, your package will appear inside the 'Media Library'. This process applies to SCORM/HTML files.
